Pine Mulch is ideal for perennials because it decomposes fast enough to gradually leave room for the plants, which themselves will eventually become the ground cover. It is great for annuals because once removed at the end of the season, you can mix the shredded pine bark mulch with the soil, becoming a compost and conditionning it for the following spring.
